Liverpool openly admit to tapping up!

I cannot understand the whole tapping up rules. I was under the impression that the FA would take action against any team found to tap up a player.
If this is the case whether Fulham remove their complaint or not the FA must under all circumstances still proceed with action.
If a team openly admits that they have tapped up a player why is it that the FA take no action against the team?
If goes to show that the once beautiful game is completely money focused and the FA have no intentions of messing up their pay cheques!
Either way what a sad day it really is to see a club come out and admit it and get away with it, what a joke!!
