"There is interest from Spurs, but nothing concrete just yet," Smith told the London Evening Standard.
"Brighton must be realistic about his valuation. Bobby wants to better himself and if a suitable offer came in, he would consider it.
"There are three teams interested, but there is no way Bobby will move to a team in Division One.
"A move to the Premiership is something Bobby wants, as he wants to test himself at the highest level."
