Manchester United, Arsenal, Chelsea and Liverpool have queried the need for an inquiry in the first instance. There is also a concern as to whether the Premier League have the power to hold an inquiry as they are a trade organisation, making this a matter that should be handled by the Football Association instead.

As a resulting consequence of both, the inquiry may not fulfil the hopes of the Premier League, either by proving the Premiership is clean or by finding hard evidence of bungs.
