"Owen had a good chat with officials from Spurs but he has come to the decision that he wants to start the season with Bayern Munich," Hargreaves' agent Roman Grill said.
"There will definitely be no move to Spurs at the moment.
"However, he may look at his options again in the New Year when the transfer window reopens."
