The Premier League had to make a formal decision as one of a series of guidelines agreed with the European Commission, for the upcoming auction of the Premiership's television rights.

Under its new agreement with the EC, which comes into force for three years from August 2007, England’s live TV packages have to be made up of matches of equal quality, different to the current Sky deal which was divided up into gold, silver and bronze packages.
