The 21-year-old Brazilian midfielder will join Tottenham in the summer subject to passing a medical and obtaining international clearance.
"We are delighted to announce that we have reached agreement with Internacional for the transfer of Sandro to the club, subject to the player passing a medical examination," read a statement on Spurs' official website, www.tottenhamhotspur.com.
The statement continued: "The Brazil international will join up with our squad following the conclusion of Internacional's Copa Libertadores campaign this summer."
