Firstly if this report from Sport.es has any legs it would fit with the type of player MoPo wants. 

At 24 the youngster is already considered one for the future of the Spanish national squad! The only reason for his potential departure would be because of the limited appearances for the club. Like Alcantara the player reportedly has release fee in his contract if he plays less than 50 games.

To sum it up the suggested fee to activate the clause has risen from £7.2 to £8.6million.

There are suggestions that advanced talks have taken place, but again you have to question whether or not this could be the case with the likes of Man City, Bayern Munich and Dortmund interested in his signature. The only plus point for Tottenham at the moment is that they can offer the Spanish international a starting position, which is what the youngster is interested in.

At this stage I feel it is far too early to suggest that anything is going to happen and the likely scenario is that Barca will agree a new contract and have this clause removed (as they do not wish to lose the player). 

What could be a potential (that would benefit both parties) is a loan deal however there is no special agreement between Spurs and Barca that would help Tottenham secure a deal for the youngster (especially not with the "special" relationship Tottenham share with rivals Real 'Tap Em Up' Madrid.
