No deal however can be struck until director of footy, David Pleat returns from the World Cup at the end of June, when both parties will meet.
Spurs have a deal with Mouscron, wereby Spurs have first refusual on any of their players.
Mouscron chief executive Gino Gylain, spoke off the deal saying:
"Mr Pleat is in Japan and that's the problem at the moment. He will have to call us when he gets back - we are waiting for him"
"Jonathan Blondel is on holiday now, but we start training for the new season next week. He will meet Tottenham on one or weeks' time, it depends on David Pleat."
