Spurs have agreed a fee with the 19-year-old players club, DC United, and are now just awaiting a work permit to complte the signing.
"Terms and agreement with the club have been dealt with and it is just waiting for a work permit," Spurs boss Glen Hoddle told the clubs official website.
"We see Bobby as somebody who has got a bright future and, if we can get that work permit in, he'll come straight into the team."
