The Uruguay international and former Manchester United striker has been linked with a move to White Hart Lane as Harry Redknapp aims to improve his misfiring forward options.
Galatasaray are also rumoured to be interested in Forlan, but the joint top scorer at last summer's World Cup is ignoring the speculation.
The 32-year-old is under contract with Atletico until 2013 and he remains committed to his deal at the Vicente Calderon.
"I have two years left on my contract," said Forlan.
"There are rumours that the club are looking to ship me out, but I'm relaxed. I have two years left on my contract and I aim to fulfil that."
