The 21-year-old has completed a medical and will move to White Hart Lane after the Copa Libertadores in South America this summer - subject to being granted a work permit.
"He is an outstanding young player who we feel has a great future," Spurs boss Harry Redknapp has said.
"He is a strong and aggressive player who has already played for Brazil and captained their youth side too."
