The 16-year-old striker fired nine goals in four games for the Ivory Coast during the recent Under-17 World Cup, including a hat-trick against Brazil, four against Denmark, and his efforts earned him the Golden Boot.
Souleymane had previously been part of the youth team of Italian side AC Siena.
It had been reported that Spurs were set to pay around ?1.5million for the teenager.
